This sounds like something you would hear as the background music for some cartoony and cute pixel art game played in a futuristic, steampunk city with flying cars and stuff. I like it :)

what do you use to make art like this? The cover looks really cool and so does the cover art for From Air, they look similar.

I used processing for those two and others: https://processing.org/
The technique is called "Pixel Sorting"
They are similar images/flipped/colored differently. ;)
Post editing with some help from Photoshop/GIMP.
